The mayor of San Juan, Doña Felisa Rincón de Gautier, holds an infant in her arms alongside the child's parents and other Afro-Caribbean people looking at the camera as part of the move to the Luis Llorens Torres public housing development. There is an element of solidarity on the part of the mayor in maintaining a harmony of power with her San Juan citizens, but the division of classes and races in Puerto Rican society is marked. Here we see the beginnings of marginalization and racialization of a population that is of African descent and whose inequality gap will increase in the future when the state abandons the affordable housing project. There is racial segregation in the slums, part of an institutional racism in which they begin to be linked to criminality. To this day, living in a residential area is socially an object of prejudice and inequalities in accessibility to quality education and employment.
