View of the Carraízo dam in Trujillo Alto, part of the Grande de Loíza river. Originally conceived in the 1940s, the dam was built in 1954 by the newly administered Luis Muñoz Marín to provide water and electricity to the San Juan metropolitan area. Powerful and monumental in scale, the dam represented Puerto Rico's aspirations for modernization and industrialization. Despite being an infrastructure of great importance to providing water service to San Juan, the truth is that the government administrations in power have neglected this important work of civil engineering, facing the abandonment of its hydroelectric turbines due to cost concerns faced by the preys on environmental challenges over time. Major hurricanes have exacerbated these problems in recent years and caused significant damage to facilities. Sedimentation, caused by poor construction and land conservation practices and cleaning of river surfaces, has reduced the dam's storage capacity.
